Matt -- informal gatherings like the Cindy described have been happening for a couple years in Detroit. A few of the young business owners stepped up and organized it, and it's quite popular last I checked. Would it help if I put you in touch with those people? I'm sure they would share best practices, etc.

A business a week sounds awesome & exciting -- people would move there just to be in that environment. Regarding feedback space for ideas: Why not just start a Google Wave for ppl in your network to collaborate and weigh in on their downtime?
If you do this, please include me. Then I'll make a parallel G.Wave for my actionplatform, which I hope you'd want an invite to as well :)
Matthew - just some thoughts to get this actionplatform off and running. First - what is stopping this happening? Does Boise need to be infused with more of an entrepreneurial culture? In which case first step might be to organize an informal gathering and invite role model entrepreneurs to speak/advise/open people's eyes? Or is the right support infrastructure for entrepreneurs not in place - in which case you might want to source resources and funds from local people and businesses to start up an entrepreneurs' hub/workspace?
